D L Howell & Associates was contracted by Bernardon Haber Halloway Architects (BHH) to become part of the design team in conjunction with the Chester County SPCA to develop site plans for submission to West Goshen Township. The SPCA needed to upgrade their facility to serve the needs of the community and the animals they provide shelter for. In doing so the SPCA developed a plan that included demolition of the existing kennels with reconstruction in the same place and 2,300 S.F. of new building addition. The new reconstruction and building additions also required changes to the parking layout and allowed D L Howell to introduce some landscape and site lighting features to enhance the street view from Phoenixville Pike.
D L Howell also met with representatives from PennDOT to discuss the continued use of both driveways onto a State Highway being Phoenixville Pike. The additional impervious improvements prompted D L Howell to design an underground storm water management and infiltration system in order to comply with state and local regulations. D L Howell conducted infiltration tests along the side of the building and designed an underground pipe storage system in a confined area in order to reduce construction costs. The entire project would then also require formal approval from the Township consisting of a Special Exception from the Zoning Hearing Board pertaining to the continued Philanthropic Use and Land Development approval for the commercial expansion.
D L Howell worked with BHH, and the SPCA staff to present expert testimony to the Zoning Hearing Board and obtained approval in only one meeting. D L Howell also made submission to the Township and worked with Township staff including the Planning Commission and Board of Supervisors to obtain Land Development approval within 4 months of the initial submission. The end result was a project that the client was thrilled to see approved within the projected timeframe and that came in within the allowed budget.
