The Highland Park development consists of an 82 unit multiple family development on 19 acre located in Franklin Township, York County.  D.L. Howell was contracted with Highland Park, LP of Hockesin, DE to perform complete civil engineering design services.  The project was funded through the Pennsylvania Housing Finance Agency.  Major technical design components of the project include the following:  Layout of buildings, curbing, parking, paving.  Site grading, erosion controls, stormwater management.  Overall site utility design including water, sewer, storm and sewage pump station.  Securing of all regulatory permits required to construct project including PADEP, USACE, PADOT, USFWS, YCCD.
