How Construction Oversight by D.L. Howell Can Save You Time and Money

8019 Frankford Avenue Stormwater Management BMP Inspections

Initially, D.L. Howell and Associates, Inc. was contacted by T.C. Lei & Associates, project architect, to provide site design assistance for a redevelopment project at 8019 Frankford Avenue in the City of Philadelphia. The project consisted of demolition of one existing building, the construction of a new 15,000 SF +/- building in its place, and associated infrastructure including supporting stormwater management BMP's. D.L. Howell created engineering plans in accordance with the Philadelphia Water Department stormwater management requirements which have been approved for construction. The major component of the BMP design was a 67’ x 72’ underground pipe storage facility located to the south of a proposed building addition designed to control and infiltrate stormwater. Within the underground pipe storage facility are 24 - 18 inch fully perforated HDPE pipes, 61 feet long, as we well as a concrete outlet structure designed to control the amount of stormwater retained and released.

During construction, D.L. Howell worked with the client and contractor to perform PWD required BMP construction oversight throughout the critical stages of construction.

Some of the construction oversight duties included:

  • Prevention of heavy equipment from traveling over the proposed infiltration surface in order to maintain the infiltration capability of the soils
  • Ensuring that the bottom and sides of the infiltration area were uncompacted subgrade scarified to a depth of approximately six inches
  • Documentation of certified clean washed AASHTO #3 stone that was used within the pipe storage BMP
  • Verification that BMP was backfill correctly
  • Ensuring that all sides of the infiltration BMP were covered with an approved geotextile fabric conforming to the necessary Philadelphia Water Department specifications
  • Overseeing the critical installation of the BMP outlet structure

Through these efforts, not only did the inspections ensure that construction went as smoothly as possible but the client will receive PWD stormwater credits which will reduce his PWD water will bill every single month.
