PROJECT DESCRIPTION:
Highland Park is an apartment community located in Dillsburg, PA, consisting of 82 apartment units utilizing approximately 8.5 of the roughly 19 acre tract. The site is currently in the construction phase but is nearing completion. Undeveloped portions of the tract will feature preserved meadow and grasslands and a newly constructed walking trail located throughout the open space with a connection point to the existing Dillsburg Area Elementary School located on an adjacent parcel. Major technical design components of the project include the following: Layout of buildings, curbing, parking, paving. Site grading, erosion controls, stormwater management. Overall site utility design including water, sanitary sewer and storm sewer. Securing of all regulatory permits required to construct project including PADEP, ACOE, PADOT, YCCD and approval from the local municipality. One of the major engineering challenges was how to get proper water flow and pressure to the site in order to provide adequate fire fighting capability. Low water pressure required that a water main connection be made to an existing main in an adjacent housing development. In order to make the main connection and project possible, DEP permits needed to be obtained to allow the main to cross through wetlands. DLH was successful in working with the DEP, U.S. Fish and Boat, ACOE and the Dillsburg Area Authority to gain approvals for the main extension. Without the extension, adequate fire hydrant and sprinkler pressures would not have been achievable at the site. DLH worked closely with Architectural Alliance, the project architect, and a local fire suppression expert to achieve the necessary water pressure to service the buildings.
