PROJECT DESCRIPTION:

D.L. Howell was hired by Eli Kahn to provide Civil Engineering design for a 6 story office building located at the west end of West Chester being 313 W. Market Street. The project is situated between Harmony Alley, Potter Alley and West Market Street and has two levels of internal parking accessible from both Market Street and Potter Alley. Challenges for this project were providing positive drainage along Potter Alley to channel storm water away from the building while blending the pavement into the neighboring driveways. Another challenge was detailing the main entrance onto Market Street constructed from brick and granite curb in order to provide handicapped accessibility and steps onto the existing street grade. Also, the brick sidewalk along Market Street required extensive detailing to provide adequate drainage and curbs cuts to meet all Governmental requirements.

Several other challenges arose during the design and approval process for the project. The first was to obtain a Conditional Use to construct a 6 story building, then a Reverse Subdivision and Land Development approval through West Chester Borough. D.L. Howell worked with the Borough and their Consultants to meet all the Ordinance requirements. D.L. Howell also worked with the Borough and CCCD to provide a stormwater management design in a confined area between the building and Harmony Alley. D. L. Howell was able to design a long shallow underground pipe storage facility within the grass area.
