Stormwater Management Facilities Inspection and NPDES Construction Oversight

PROJECT DESCRIPTION:

With increased regulations being implemented on stormwater management designs by municipalities, conservation districts and the Department of Environmental Protection the days of installing these systems and then forgetting about them have passed. During construction it is now required to provide engineering oversight for the proposed stormwater Best Management Practices (BMP's) construction. A licensed professional engineer knowledgeable in the design and construction of stormwater BMP's is required to conduct the oversight. Also As-Built plans, certified by the licensed professional who performed the oversight, are now required for the stormwater management facilities and must be submitted to the conservation district and township.  This information is required for processing the notice of termination to close the construction phase of the NPDES permit.

New regulations require operation and maintenance agreements to be put in place between the property owner and municipality, for the perpetual maintenance of the BMP's. These include inspection and maintenance reports of existing stormwater management facilities and sometimes stormwater discharge monitoring at specified points. With these regulations in place States and municipalities are now taking enforcement against those who do not comply.
